first version of LibSimulator for Windows

- remove sps display on windows version

It's still not compiling but Need to share branch so commit it

 * Maxipix and Frelon as well provide HwShutterObj
 * CtShutter class provide hasCapability() method for top control
 * LimaCCD Tango class provides attributes for shutter control.

  updated Simulator, Focla, Frelon and Maxipix
* Added HwShutterCtrlObj::checkMode
* Implemented Frelon::ShutterCtrlObj using Camera::set/getShutMode
