Check with ICAT DB if the parameter list of Metadata manager is OK

It would be very good in order to avoid errors if Tango device can connect to the ICAT database set in the properties and then make a validation of the parameters that have been set up on the device Tango device should inform if all the parameters are present in the database otherwise it should warn about the missing fields
