Check empty datasets in raw data synchronization

• in icat-sync-raw, if the dataset is present, check the number of files of the icat dataset (__fileCount parameter) and if 0, add the dataset to an no_file category
• re-ingestion of empty datasets via specific client see #26 (closed)
