Add endpoints to retrieve information related to the sample and the investigation

MxCube and potentially other data acquisition software like BsxCube and MxCube need to:

• Retrieve information about the user and investigation
• Retrieve information the samples that includes the information in the sample tracking module (acquisition and processing plan)

This issue consists on the implementation of the resful webservices needed to retrieve such information from icat+

Information needed to provide via endpoints:

• Get investigation by instrument name and filter.
• Get investigation by date (today)
• Get local contact
• is inhouse user
• get samples: this returns the samples that are in status processing (they are loaded in the sample changer)
