Filter parcels by statuses

Required for data-portal#282 (closed)

It would be great to be able to filter the parcel list by a list of statuses. This could be used, for instance, to promote to instrumentScientists the list of parcels currently at their beamlines (status = BEAMLINE). Or to users the list of parcels on which they need to do something (status = SCHEDULED,REFUSED,INPUT)
