Add events (error, info, warning) from beamlines

Related to issue tango-metadata#18 (closed)

It might happen that there is not a investigationId and that it could be overkill to authenticate every single call to the webservice.

Idea is to create a new webservice to create events with a magic token that will be configured in both:

• Ingesters
• Metadata Manager

Magic token will be configured in the ICAT+ configuration and a new method will be developed to store a events given a API_KEY and a investigation name.
