Get metadata from DataCite

In principle it should be possible to get the data from datacite instead of ICAT. It will probably make things easier in the sense that we don't need to worry about inconsistencies between data on ICAT and the metadata associated to a DOI. For instance, ICAT will replace the list of authors of a proposal if they changed however the existing metadata will still be the same.
