SB parcel import - Import multiple parcel from a single CSV file

Hello Maël,

In order to not have something less user friendly than what we currently have in ISPyB, what would be great is to have the possibility to create multiple parcels/dewars with a single CSV file import.

As we discussed, this would mean to add a new Dewar/parcel column to the table and to add a csv file upload button at the create parcel page level.
