Features configuration enabled/disabled

Not sure if it is done yet but just in case we need to be capable to configure the data portal allowing to enable/disable certain features like:

• Logbook
• Sample Tracking
• Reprocessing
• DMP

The reason is because some sites that are interested will most likely not implement all of them so it would be great if it can be configurable and for instance, if logbook is off then it does not appear in the data portal
