Filtering panel for datasets

Similar to investigations, it would be great to have a side panel with filtering options for datasets There will be one panel that is generic and other panels can be configured depending on certain parameters as it is done today the dataset and session viewer

The filtering options will trigger the filtering of the dataset list by passing the parameters somehow (query params or something else)
