Publish ICAT API endpoints to NPM

We would love to be able to reuse the front-end ICAT API code on https://gitlab.esrf.fr/ui/domain-portals, as @bodin suggested in ui/domain-portals!23 (comment 308780). Any chance you could put it into its own package and publish it to NPM?

Stuart and I have access to the @esrf scope, so it could be published under that.
