Parcel layout

I think we can reorganize the layout to improve how it is presented. The important information of a parcel are the samples and people need to scroll down

Even if I am not a super fan of what is done on v1 it seems to me clearer

I think there are few things missing in the new UI, for instance:

• When a parcel is empty, I can not do any option, in data1 a message says: "An empty parcel cannot be set as READY FOR SAFETY CHECK."
