Add feedback feature

The feedback button in the current data portal must be implemented

• send email to dataportalrequests@esrf.fr
• available to all users, even if not logged in
• subject: Feedback
• body: see https://gitlab.esrf.fr/icat/E-DataPortal/-/blob/master/src/components/Menu/Menu.js#L41
• add configuration in the config file
