MX `show actions` for independant datasets

Currently, the show actions setting can only be enabled/disabled for the whole investigation, using the settings in the investigation viewer; s side nav.

We need to be able to trigger this on each individual dataset to be able to see the actions when a dataset is presented ouside of an investigation's context (selection list, job input/outputs, beamline activity page...)
