Bring Data PortalApp to the portal app and add default Investigation renderer at the data portal

This issue addresses two changes:

1. As discussed on Yesterday, moving the dataPortal App from core to the portal app.

2. I propose that the default investigation viewers and dataset viewers are in the data portal itself and only those that are specialized are within the federation

This will simplify hopefully things (?)
