Develop beamline logbook

A beamline logbook is the logbook dedicated to an instrument and it is composed by all the logbooks linked to an instrument + the one dedicated to the beamline.

So, an instrumentScients can see and search by all the logbook done in a beamline as well as write logs that will be only visible by other instrumentScients and therefore not linked to any logbook
