Review parcel page

Here are a couple of problems I can see on this page:

• It looks like the investigation and status of a parcel can be edited because they are displayed inside the parcel's summary panel.
• Changing the status of the parcel through a drop-down is problematic, as we've observed a few times with real users.

Here is what I suggest:

1. Display the name of the parcel and its investigation's ID as title and subtitle of the page (the investigation ID could also link to the investigation's page).
2. Display action buttons to the right of the title/subtitle ("Download labels", "Delete parcel", and later "Copy parcel to investigation..." -- the last two could be hidden away in a burger menu of sorts).
3. Display the status and the interface to change the status in an independent panel. The current status should be displayed statically and prominently. Changing the status should be done through individual action buttons (one for every status to which the user is allowed to set this parcel).
4. Display the parcel's editable info in a panel titled "Parcel info". Move the "Edit" button in this panel's header. The content of the panel can be improved upon a bit (e.g. display parcel's comments, show fallback message when parcel has no description, visual blocks for addresses like on "Shipping" tab, etc.
