Ready status when no items in parcel

When no items have been added, the user can change the status of the parcel to Ready. The parcel is sent for validation by safety but will not contain anything. Could we possibly:

1. Notify the user that there is no item in the parcel when changing the status to Ready?
2. Or disable the possibility to change the status to Ready if no item has been added to parcel?

Safety will surely notify the user that no item is declared in the parcel but option 1 or 2 above would accelerate the process and avoid Safety having to check this when a user forgets to add items to the parcel.
