Shipement /Parcel link

In the case of a session attached to a shipment from start (my data - session selected) we access to a menu : . The Workflow between shipment and parcel is not very clear I think for someone who does not know that there is only 1 shipment for 1 session. What we propose is to merge the 2 tabs Shipping and Parcels into 1. The 1st time the default shipping parameters for that session are not filled in, the parameters would have to be filled (non collapsed area), with underneath the add parcels Once the parameters are filled and saved onces, the shipping default parameters could collapse into a heading banner that would be editable at any moment, something like that:
