Display a better message when the user does not have the permission to access a logbook

in the following example from ovm icat test an administrator has rights to see this logbook but an anonymous does not have the rights. Currently he receives the following message but he should be informed that he does not have the permission instead. anonymous user can only access this resource tying it into the bar address of the browser. It is not possible to access it from the UI.
