Calc controller do not respect hardware initialization / lazy init

When calc motor is imported from config at BLISS session loading time, communication with underlying real motors is done, even if motor has already been initialized.
TODO:

do not communicate during software initialization (should only happen in hardware init.) -
initialization problem is in fact related to calc. axis on top of this PI -- would be good to make lazy init for pseudos too
