Resolve "Register ICAT datasets at the end of the proposal"

Register unconfirmed ICAT datasets at the end of a proposal. If after that there are still unconfirmed datasets, prompt the user whether he really wants to end the proposal. The metadata of the unconfirmed datasets will expire in Redis after switching to a different proposal.
