Resolve "Warning about exclude_existing_scans in bliss/data/scan.py"

Closes #2413 (closed)

watch_session_scans uses walk_on_new_events so it makes sense that exclude_existing_scans is True by default. But it wasn't in the past. The future warning is now only shown if you didn't specify exclude_existing_scans.
