Resolve "[CI] get_db_host returns localhost"

Does not solve #1874 but at least the tests are not blocked. Since DeviceProxy.get_db_host is not handled by the beacon backend but by tango, the fact that it sometimes returns localhost instead of the host name is a tango problem.
