Oscilloscopes in Bliss (Tektronix)

The aim of this merge request is two-fold:

  • put in place a mini-framework for oscilloscopes
  • implement a controller for Tektronix MSO 5xxx and 6xxx

⚠ For Tektronix implementation a new comm module is used (!2511 (closed)) that needs to be merged first!

⚠ This branch is based on the vxi11 branch (take care when rebasing)
