add support for Smaract MCS controller in open loop (= without sensor)

It is possible to connect a motor to a Smaract MCS controller without sensor. In this case, velocity and acceleration cannot be changed (MST
command has to be used instead of MPA
).
More or less it is like 2 different controllers.
Current BLISS code only works with a sensor attached.
