Create bliss.beacon

I was working on bliss.config.log_server and i think this application have nothing to do in this package.

As talked together with @matias.guijarro, in fact part of bliss.config could be moved to a new bliss.beacon, especially the package conductor. Ideally it would be good to split client side and server side.

This could be done step by step.

First i would like to move bliss.config.log_server into bliss.beacon.app.log_server. I use to put executable module inside app package. This make obvious that this is not part of the library.

There is maybe other things.
