/all devices have 2 strange behavior witnessed:
- setting the ResonanceStrengths via the resonances (tested in reson-skew) if one magnet is above limit a message appears (correctly) but some strengths are set anyway. We would like that if one is above limit, nothing happens at all.
- in some cases, setting the all device strengths does not send all strengths, but just some. the not set strengths are always the same, but not reproducible after a device server restart on astor, that usually temporarily solves the problem

if some magnets are disabled at the end of the file loading an error is displayed. The strengths are however set, but the file name remains the original one. in case an error occurs setting the file, no change should occur.

On Off Cycle USM buttons actions (ok)
after discussion with L.Favacque, N.Carmignani and L.R.Carver the disabled concept is not clear in the jebsmag application. better to have a new state called "Frozen"
this state should be visible only above certain allarms not all.
for exmple if the allarm is temperature too high, the state of the maget displaied should be allarm and not frozen. if the allarm is current close to maximum, then the state should be Frozen (dark green for example)
